Declaration 300

Several important improvements have been implemented in this version.

  1. New tax cases 17 & 18 based on the changes announced by ANAF on August 2019.
    The new tax cases are:

17 Prestări de servicii intracomunitare conform art.278 alin.(8) din Codul fiscal pentru care locul prestării este în România
18 Regularizări privind prestări de servicii intracomunitare conform art.278 alin.(8) din Codul fiscal pentru care locul prestării este în România

The new tax cases provoke alteration on the schema and on the XML file. Hence, all the following tax cases are now shifted accordantly. The process “Calculate VAT data” has been changed in order to take into account the new tax codes; however, before action execution is necessary to take the next configuration actions:

a. Import from ESMasterConfing, the new VAT declaration type D300 - Declaraţie de TVA

b. Set the new type in the relevant company parameter.

C:\Users\smp\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.IE5\5ERD3D13\MCj04421290000[1].png We point out that, the previous-created statements remain unchanged. They can be retrieved any time with the old schema.
  1. INFORMATION ON NOΝ-EXEXIGIBLE OR NON-REQUIRED VAT. The amounts on this area are now calculated by the process “Calculate VAT data”. However, it is highlighted that the fields are remained editable.
    EXP-RO01-4.10.12.0-image5.png

  2. Regularization of deducted tax. Concerning the tax case 32, two impartments have been made.

  • Transaction with non-deductible VAT are now presented on the cell 32 instead of cell 30.
  • The transactions that are issued on a previous month but are posted on the current month should be presented on the tax cell 32 - Regularization of deducted tax. This functionality is now available by checking the new parameter Regularization of deducted tax. If checked, the process examines the issue date VS the alternative date and if the month of the alternative date is previous than the issued month, then the transaction is posted on the tax cell 32, otherwise the transaction is posted on the standard tax cells.

Declaration 394

Several improvements have been implemented in this version.

  1. The Self-invoices are now presented on the area “serieFacturi” exclusively. It is highlighted that,
in the area: Standard transactions, the user may retrieve them by selecting them in the parameter “Document types”. However, they are included in this area only for validation reasons and their values are not presented in any other area.
    EXP-RO01-4.10.12.0-image7.png

  2. Transactions in domestic trade accounts with Normal VAT status and VAT Category 0 are now excluded.

  3. Low amounts. The process does not provide information for the low amounts anymore.

  4. judP. The process now retrieves the value from field Alternative description of the table District: (Customization menu: Persons\Addresses data\District\Alternative description).
Notice that values table has been updated accordingly through database upgrading.

  5. Finally, the criterion Trade accounts accounted in Statement has been changed. From this version and on, the default values are: Tax Payers & Non tax payers.
Usually, the transactions of foreign trade accounts are subject of other statements (e.g. D390), for that reason, the related options of the criterion are not preselected anymore. In addition, we will like to remind that one transaction, per se, may be excluded from the D394, if the field Update SSCS is unchecked.

Intrastat Returns and VIES

It is now possible to separate the submission of a transaction to INTRASTAT and VIES. It serves particularly in cases where the goods are received in one month and invoiced in the following month. Hence, the purchase transaction must be presented in both statements but in different month. The Receipt Note should affect the Intrastat statement and the Invoice should affect the VIES.

EXP-RO01-4.10.12.0-image9.pngA document type may participate in both; Intrastat Returns & VIES or only to one of them. The behavior is configured by the parameter “Update intra-community reports.

A typical scenario may be as follows:

  1. The quantitative document types such are (NIR, AEV) must update Intrastat Return.

  2. The value document types such are (FRE, FEM, FDV and so on) must update VIES.

  3. The quantity & value document type must update both statements.

C:\Users\smp\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.IE5\5ERD3D13\MCj04421290000[1].png We point out that, in case the above-mentioned behavior is desirable, the document types must be configured as mentioned above before the execution of the process.

Reconciliation letters

EXP-RO01-4.10.12.0-image10.pngThe Reconciliation letters process, that is available in the scroller “Aging of accounts receivables”, has been improved so to present the unsettled invoices based on the criterion “Reference date”, in accordance to the scroller itself.

Exchange Rates Service

The exchange rates import process has been improved. The exchange rates are announced by National Bank of Romania at noon for use in the transactions of the following day. Following this rule, from now on, the import process updates the exchange rates that are announced the current date with the following date.

Fixed Assets

Inactivation of fixed assets

The inactivation of a fixed asset is needed when this fixed asset is retired from active use for a specific period. In such cases the fixed asset has to be valuated, however its depreciations may be calculated with another lower coefficient for the inactivation period. The depreciations calculated in the down-time period are included in the TAX depreciations along with the Standard depreciations.

In order to achieve the abovementioned behavior the following actions must be taken.

  1. Fixed asset Inactivation.
The fixed asset may be idle for a period. Two new document types are now available for determine the begging and ending of this period (menu: Fixed assets\Adjusting entries).

EXP-RO01-4.10.12.0-image14.png

Note that, the “idle period” starts from the issue date of the document IMF and it ends when a document RMF posts. Moreover, the Direct Depreciations function is available.

EXP-RO01-4.10.12.0-image15.png

  1. Depreciation rule.
In the fixed asset’s depreciation rule, the down-time depreciation rate must be set.
    EXP-RO01-4.10.12.0-image16.png

  2. Depreciations.
Once the fixed asset has been inactivated (through the document type IMF), the process of Fixed Assets Depreciations calculates the depreciations using the down-time depreciation rate, if exists. If there is no such rate, then the process does not calculate depreciations for the specific fixed asset.
For the posting of Idleness depreciations, the following new document types are now available.
    EXP-RO01-4.10.12.0-image17.png

C:\Users\smp\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.IE5\5ERD3D13\MCj04421290000[1].png Once the document type RMF posted, the idle period expires and the fixed asset returns to the standard depreciations

The above-mentioned document types must be defined in the relevant company parameters: EXP-RO01-4.10.12.0-image18.png
